Does anyone know what year/make/model these go to? They were extras that came with the silver cloud I purchased but do not fit any of the wheels and have a different retention system then the hubcaps currently on the wheels. Any help would be appreciated!

Its a wonder they ever stayed on any car with the damage to the location pin

It's the "ring" on the back that clamps onto the wheel. I have seen bent pins and they still latch on. Unfortunately, they are usually put on wrong without the pin lined up and pounded on resulting in damaged wheelcovers like you have.
There is also a protocol for removing them . Prying them off at any random edge will result in edge damage like you see here as well.
