Since nobody has replied yet, I might add a thought:

I remember from long ago replacing rubber donuts on drive shafts - they were always supplied crushed by a metal band which was to be cut off after assembly. This was, I assume , to ensure that the rubber bits were always in compression, not tension, but the stresses on a steering column are not in the same league???

An alternative is that there are more than one size of doughnut on cars of different years???
